N446bn Loot: FG Files Fresh Charge Against Mohammed Abacha

Mohammed Abacha

The federal government has filed a fresh charge against the son of late head of state General Sani Abacha.
In the new charge, the son of the late dictator, Mohammed, is being accused of unlawfully receiving about N446.3billion allegedly stolen from government’s coffers between 1995 and 1998.
He is being accused in the nine-count charge of “dishonestly receiving stolen property” and “voluntarily assisted in concealing money”. The charge replaced the earlier one of 121 counts in which Mohammed was charged with Atiku Bagudu.
Bagudu has been excluded from the fresh charge, leaving only Mohammed.
In the new charge marked CR.21-24/2008, the stolen money allegedly received by Mohammed, which he was accused of concealing include 141,100,000 pounds sterling and 384,353,000 US dollars made up of cash and travellers’ cheques.
The charge dated February 24, 2014, was filed by a private prosecutor, Daniel Enwelum, who is prosecuting the case on behalf of the federal government and upon a fiat dated February 18, 2014, issued to him by the attorney-general of the federation.
Mohammed’s absence in court stalled his planned arraignment on the new charge yesterday before Justice Mamman Kolo of the High Court of the Federal Capital Territory.
The prosecution counsel told the court that, even when Mohammed had been served with the charge, with evidence to that effect contained in a sworn affidavit by the court’s bailiff, the accused person has refused to attend court to take his plea.
The new charge was filed pursuant to Section 181 of the Criminal Procedure Code (CPC) as an amendment to the earlier charge.
Enwelum urged the court to accept the fresh charge and deemed the receipt of the charge by the defence lawyer on behalf of the accused person as proper service.
He said the lawyer, Abdulllahi Haruna, has promised to receive the charge for his client.
Haruna said Mohammed was absent in court because he was not aware of the new charge. He urged the court to adjourn the case to a further date to enable his client attend court.
Mohammed is expected to be arraigned on April 29, 2014.
In Count 1, Mohammed is alleged to have, between August and December 1995 in Abuja, dishonestly received $36,480,000.00 made up of cash and travellers’ cheques, property of the federal government, believed to have been stolen.
Count 2alleges that Mohammed, between August and December 1995 in Abuja, voluntarily assisted in concealing $57,960,000.00 believed to have been stolen from the federal government.
Count 3 alleges that he, between October and December 1996 in Abuja, dishonestly received $26,913,500.00 believed to have been stolen from the federal government.

Child bride in Nigeria kills groom, 3 others

KANO, Nigeria — A child bride forced into marriage in Nigeria killed the groom and three of his friends with a poisoned meal, police said Thursday.
Fourteen-year-old Wasila Umaru was married last week to 35-year-old Umaru Sani, according to assistant superintendent Musa Magaji Majia.

Over the weekend, the groom invited a dozen friends to celebrate at his Ungwar Yansoro village, about 60 miles from the northern city of Kano.
The teen told police she bought rat poison and used it to prepare a dish of rice.
‘‘The suspect confessed to committing the crime and said she did it because she was forced to marry a man she did not love,’’ Majia said.

The groom and a friend died the same day, and two other victims died later in the hospital. Umaru will likely be charged with culpable homicide, according to Majia.
Child marriage is common in the mainly Muslim and impoverished north part of Nigeria, where the numbers increase during drought because a bride price is paid and it means one less mouth to feed.

MH370 search area drastically reduced after two more pings heard

The search area for the missing Malaysia airlines flight MH370 has been drastically reduced after two further detections of pings consistent with those of a black box from a plane late on Tuesday.
The head of Australia’s Joint Agency Co-ordination Centre, Angus Houston, said on Wednesday the Australian defence vessel Ocean Shield had detected two further pings on Tuesday – one in the afternoon and one in the late evening – that had allowed the search area to be further refined to 75,000 sq km. He said he was “optimistic” the plane would be found soon.
“I can now tell you that Ocean Shield has been able to reacquire the signals on two further occasions; late yesterday afternoon and late last night,” Houston said.
The smaller area would make the task far more manageable and would allow searchers to “plan much tighter search patterns”.
“Ocean Shield is now searching a reduced and much more manageable search area on the ocean floor,” he said.
“I believe we are searching in the right area but we need to identity wreckage to be sure that this is the final resting place of MH370.”
The plane has been missing for more than a month and is believed to have crashed in the Indian Ocean, claiming the lives of all 239 passengers on board.
Houston said the Ocean Shield would continue searching the area before launching the submersible underwater vehicle while the batteries of the black boxes are still believed to be active. The detections suggest at least one of the boxes is still transmitting, but that “they will very shortly fail”.
“We are not yet at the point of deploying the autonomous underwater vehicle … it is important to note that Ocean Shield can search six times the amount of area with the towed pinger locator than can be done with the sonar on the autonomous underwater vehicle,” he said.
On Monday it was revealed that the Ocean Shield had detected two pings that were believed to be consistent with frequencies from a black box. Houston said on Wednesday the Australian Joint Acoustic Analysis Centre had analysed the two earlier pings detected by the Ocean Shield and found could have come from the plane.
“The analysis determined that a very stable ... signal was detected at 33.331 kHz and that it consistently pulsed,” he said.
“They therefore assessed that the signal was not of natural origin and was likely sourced from specific electronic equipment … consistent with a flight data recorder.
There are 11 military aircraft, four civilian aircraft and 14 ships taking part in the search on Wednesday.

Senate prescribes 10-year jail term for pension thieves

Senate yesterday, passed the Pension Reform Act with a prescription of a 10-year jail term for pension thieves.
The new Act officially accommodates employees of private firms in the contributory pension scheme.
The passage of the bill automatically repealed the Pension Reform Act 2004 thereby, making it possible for every person who worked in either the public service of the Federation,  the Federal Capital Territory,  states or local government and the private sector, to receive pension benefits as and when due.
The scheme covers private organisations with at least three or more employees.
The new law, stipulates that apart from a 10-year jail term, anyone who misappropriates pension fund must also refund three times the amount embezzled by him or her.
Also, whoever attempts to misappropriate the fund, on conviction, will be liable to the same punishment as it is prescribed for the full offence in the Act.
It provides that all monies received as penalty by the Pension Commission shall be paid into the Pension Protection Fund, which would  be established under section 82 of the Act.
In addition to payment of fines and serving the jail terms, the Act stipulates that anyone who misappropriates pension fund shall forfeit to the Federal Government,  any property, asset or fund with accrued interest on the stolen money.
The Act also imposed a fine of N10million on any pension fund administrator, who fails to meet the obligations of the contributors while each of the directors of the firm would pay N5million each as fines.
It also provides that, “notwithstanding the provisions of any other law, the commission may, in addition to the penalties stipulated under this Act,  impose additional sanctions on the board, any director, management,  manager or officer of a pension fund administrator or pension fund custodian that violates any of the provisions of this Act.”

FG to Introduce Herbal Medicine Course in Nigerian Universities

Herbal medicine is often regarded as esoteric science – studied and practiced by a select few. But thanks to a new university curriculum the federal government is introducing, herbal medicine may soon become a part of mainstream science in Nigeria.

The government has concluded plans to introduce herbal medicine studies in Nigerian universities, Vanguard reports. This announcement was made at the 3rd Annual Guest Lecture organized by Medical and Health Workers Union of Nigeria, MHWUN, in Abuja.

Speaking on the necessity of formalizing the study of herbal medicine, Minister of Health, Onyebuchi Chukwu expressed that universal health coverage cannot be achieved without the involvement of trained herbal medicine practitioners.

“If you are a herbal practitioner, you are a doctor. A herbalist is a doctor. But the first function of a doctor is to take a diagnosis. Is it Lassa fever or Ebola?  Or is it Dengue or is it malaria or typhoid? You have to get the answer before you begin to give that herb,” he said.

He also stated that to fully understand the human body and make accurate diagnoses, knowledge of subjects including anatomy, biochemistry, pharmacology, Physiology, are needed. And this is what a formal herbal medicine curriculum could provide.

The course may commence in universities as early as next year.

My figure drives men crazy – Evia Simon

My figure drives men crazy

Evia Simon came into Nollywood in 2010 and between then and now, the curvy actress has done more than twenty movies. Some of her movies include, Three Generals, Stubborn Generals, Ifunanya, Oga Madam, Men in Bondage, released some days ago, Girls Cot, When Love Dies, and a host of others.

told me she has been having a flourishing career because of her talent and looks. Talking to me on how men react when they come in contact with her. “ I find their reaction annoying sometimes and embarrassing. Some even go as far as screaming and they let me know I am the reason they are screaming. Some go out of their ways to do the craziest things.
One of the craziest things a guy ever did was to leave his car parked along the roadside and entered the same cab with me just to have a word with me because if he had kept on driving he would have missed me. And it was so funny when I found out he parked his car along the roadside to follow me down to my house just to have a word with me” she said.
“ I am not the type of girl who is only interested in money. I believe in love. To me, love comes first. I hate to have anything to do with a guy because of his money. I can stand love and bear anything that comes with it but as for money I can’t stand everything that comes with it, because I hate it when someone makes me believe I am getting close only because of his money”.

Police charge pupils for sex party

POLICE in Chingola have slapped a charge of disorderly conduct on 42 pupils of Naboonga Trust School who allegedly took part in a sex party on Friday.

Copperbelt commissioner of police Joyce Kasosa said in an interview yesterday that the alleged sex party took place on Friday at a house in Chingola’s Riverside area and it involved 26 boys and 16 girls.
The pupils have been released.

Ms Kasosa described the incident as sad and urged parents to take more responsibility over their children’s lives.
“Responsibility is not all about providing food and clothes but parents should be involved in shaping their children’s behaviour so that they grow into decent adults that can take charge of their lives,” Ms Kasosa said.
Last month, Sathya Sai School in Ndola’s Pamodzi township excluded six pupils and suspended six others for being involved in sex parties.

The school board of directors and disciplinary committee excluded the six pupils and suspended six others for contravening the laws of Zambia and breaking the school’s code of conduct.

In August last year, 12 pupils were suspended from Chikankata Secondary School for indulging in sexual activities.
It was also alleged that the pupils were made to repeat the sexual acts while their teachers photographed them but that turned out to be false after the Human Rights Commission investigated the matter.

NIS RECRUITMENT: PLEASE, FORGIVE ME, ABBA MORO BEGS NIGERIANS

ABUJA — Embattled Minister of Interior, Abba Moro, has taken full responsibility for the recent ill-fated recruitment into Nigeria Immigration Service which claimed 16 lives and begged for forgiveness from Nigerians, especially affected families.
Moro, who made the appeal at a media briefing, weekend, said his intention was genuine but lamented that the exercise turned tragic.
“I think that I will ordinarily ask Nigerians for understanding in this matter, understanding the intention, understanding the motive behind the whole thing of an open, transparent recruitment exercise.
“That is the first of its kind into the services of Interior Ministry that was intended primarily to give employment to Nigerians, irrespective of their backgrounds, connections, contacts in government or the business circle,” he said.
Moro said the exercise was intended to correct all the ills of the past and give everybody an open opportunity to get employment.
He added:  “For me, it is a personal loss because the exercise, in the first place, took place within the Ministry of Interior, organised by the Ministry and its services and so whatever consequences, positive or negative, that have come and in this instance, negative, I, as the Minister of that Ministry, under whose purview this exercise took place, where people lost their lives, certainly take full responsibility.
“I want to say repeatedly that the death of these young Nigerians who would have added value to human resource asset of this nation is highly regrettable. And for the families, I insist that my heart goes out to them because I am a father too.”
Moro insisted that he did not have any disagreement with either the board or the Immigration Services’ official over the recruitment.
